Zelensky Asserts Absence of Clear Security Pledge from Partner Nations

Ukrainian President Volodymyr Zelensky says European allies have not given him concrete pledges that they will defend Ukraine in the event of a new Russian aggression.

"I am asking this very question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after the UK and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"However, until we lack such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Russian forces currently controls about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
